How allocation is derived, not stated. Each person's allocation percentage is calculated from their hours over their own stage engagement window, never entered independently. The roster solver was rebuilt once after an earlier version satisfied the arithmetic by pegging a PMO Lead at 5% and a scheduler at 100% — exact, but not a defensible staffing picture. Seniority-derived hour bands and retuned role rates in three teams (IT — Annuity Administration Platform, IT — Illustration & Quoting, Operations) fixed it.

The Gate Review Board's 6 seats are oversight only and carry no WBS assignments — the 90-person total therefore reflects a working pool of 84 doing the program's build, test and launch work, plus 6 senior executives whose only program obligation is gate attendance, costed like any other team rather than treated as free (see the Board's envelope below, the smallest headcount and the highest blended rate of any team).
