This program reports RED, and it is the only suite in the portfolio that does. Day 1 integrity and quality both stay green on the same page, which is the point rather than a contradiction: status reflects the ability to complete, not the absence of incidents. Nothing has gone wrong operationally — members are served, claims pay, the platform is stable. The program is red because a measurement taken in April showed one workstream cannot finish inside the time it has.
Slide 9 is the one to read. The Committee is asked to spend transitional-services margin, and the deck names the option that will look most attractive in the room — raising steward throughput. It costs nothing, breaches no date, and produces a clean queue report inside the original term. Its cost is paid later, by members, in a form nearly impossible to trace back to that meeting. A deck that presented only the recommendation would have hidden the choice the Committee was actually most likely to make.
