Pages 2 to 4 draw each group of teams in full, because a single diagram at this scale can only show leaders and the teams underneath them are the part worth seeing. These charts show accountability, not employment, and on this program the two barely overlap. The Program Manager is a consultant: he leads the Integration Management Office and employs nobody in it. Workstream leads report to their own executives. Roughly half the boxes belong to people whose review, salary and continued employment are decided by someone who appears nowhere on these pages. His authority is written into an engagement contract rather than an organization chart — the normal condition for an integration program, and the reason the governance model matters more here than the reporting lines do.

Why it matters
Line management
Nobody here reports to the Program Manager. Workstream leads are accountable to the program and employed elsewhere.
Who decides someone's future
⚠ Target-side staff are managed by executives who may not be here in a year, and they know it. Sixteen roles carry retention agreements; every one is at Cumberland Valley.
Capacity
A box is not a full-time person. Several appear for a monthly meeting. The Resource Plan carries effort; these pages carry accountability.
The shape after closing
The roster went from 58 pre-close to 80 post-close and changed composition, not just size — the Clean Team left and the data stewards arrived.
The second row is the one an integration program manager learns to hold in mind. A counterpart at the acquired company is being asked to document how their systems work, transfer that knowledge to the acquirer, and hit dates — while the same program decides whether their function survives. Nothing in a reporting line manages that, and no amount of goodwill substitutes for naming it. It is why knowledge transfer is contracted as a deliverable with named receivers rather than assumed as a by-product of people being helpful.
