The $3,500,000 / 14-person original estimate priced enough leadership and engineering oversight to run governance and a single layup cell, but not enough to run real steady-state two-shift production. The Resource Plan was corrected to a 25-person team (second layup shift, dedicated Autoclave/Cure and Trim & Drill Technicians, redundant NDT capacity, Document Control, and EHS) before Phase 2 began — see Resource Plan and RAIDD Decision D-05. The team grew again, to 50, once Meridian's Purchase Order Amendment PA-002 added a third production shift later in the program (RAIDD Decision D-06) — genuine customer-driven demand growth, not a repeat correction.
