⚠ The Product Owner and the Agile Delivery Lead are deliberately different people. The Product Owner is accountable for product value and sits on the business side, funded by Member Digital Experience rather than by the program — which is what gives the role real authority to make value trade-offs. The Agile Delivery Lead (C. Tyrrell) coordinates two teams, dependencies and releases. Combining them creates a well-known anti-pattern: a proxy Product Owner who can order a backlog but cannot actually decide value, so calls either escalate or get made on delivery convenience.
