Program Health at a Glance

Status as of Fri 11 Sep 2026 · Wk 4 · Phase 0

Project Catalyst is in Week 4 of Phase 0 (Foundation) — the 12-week mobilization leg of a 36.5-month, $99.0M program running 17 Aug 2026 through 29 Aug 2029. Overall status is Green: the program is tracking to its approved schedule and cost baselines with no variances to report, which is expected this early in delivery. Foundation work is advancing on four parallel fronts — the AI Readiness Assessment, the AI Center-of-Excellence charter & governance framework, platform/cloud vendor selection, and early BRD-01 (Claims & Prior Authorization AI) requirements preparation ahead of the December design sign-off. The program's ten anticipated risks are logged on the RAIDD register as forward-looking items; none has yet materialized. Near-term focus: deliver the AI Readiness Assessment Report (25 Sep) and stand up the AI Governance Board and Enterprise Architecture Review Board so phase-gate governance is fully operational before Phase 1 design begins.

Legacy claims data fragmentation
Inherent High — historical claims data quality could pressure the BRD-01 timeline. Data profiling underway now in Phase 0; remediation rules to be scoped before Build.
RSK-01
GenAI compute / token cost overrun
Inherent Med-High — inference and token spend can escalate at scale. FinOps guardrails and budget alerting to be established in the platform build (Year 2 watch item).
RSK-02
Member chatbot hallucination / liability
Inherent HighMoffatt v. Air Canada precedent. Human-in-the-loop review, scoped disclaimers, and confidence thresholds are being designed into BRD-02 from the outset.
RSK-03
Independent validation flags model bias
Inherent Medium — second-line Independent Model Validation gate must clear before any BRD-03 underwriting model reaches production; retraining cycles budgeted as contingency.

Program Risk Heat Map inherent rating · anticipated register

How to read this: each of the program's ten anticipated risks is plotted by its inherent rating — likelihood (rows) against impact (columns), before mitigation. A cell's colour marks its severity zone; the risk IDs (e.g. RSK-01) show which risks sit where. None has yet been realized as an issue. Mitigation owners and controls for each are on the RAIDD Log.

The cluster sits in the Moderate–High band — legacy data quality (RSK-01), chatbot liability (RSK-03), and prior-auth regulatory scrutiny (RSK-04) are the highest-rated. Each carries a phase-mapped control on the RAIDD Log.

Utilization reflects a Phase-0 profile: foundation, governance, and vendor-selection roles are heavily loaded while BRD build teams, QA, and second-line validation ramp on in later phases. Full staffing model in the Resource Plan and Org Chart.

Completion above is budget-weighted (EVM basis). The Resource-Loaded WBS reports schedule % complete (duration-weighted) for the same 11 Sep 2026 status date; the two measures differ by design.
